O acordo de seguridade social entre Brasil e Portugal: a dinâmica das com cessões e pagamentos no período de 2010 a 2016

Abstract

The present study aimed to analyze comparatively the dynamics of the concessions and payments of the Social Security Agreement signed between the Federative Republic of Brazil and the Portuguese Republic. In order to address the research question, the bureaucratic protocol involved from the application entry to the granting of social security benefits to the workers covered by the agreement was mapped, the payments dynamics from the perspective of the Brazilian Government were presented, as well as payments from the Government perspective of Portugal, and a comparison was made of the payments made and the amounts involved both from the perspective of the Government of Brazil and from the perspective of the Government of Portugal. It was found that the agreement requires corrections in procedures, such as a broad social security education policy, making clear to the population its importance and how to use it. In addition, we analyzed the normative aspects involving the Agreement object of the study, and performed a chi-square statistical test to verify the existence of adhesion between the samples. The findings of the study show that the Brazil-Portugal corridor is one of the great migratory corridors of the world and that the immigration movement / emigration Brazil-Portugal has shown a tendency of greater growth in the migratory flow of Brazilians to Portugal than the inverse. Regarding the system of concessions and payments, it was verified that in practice there are not many differences in the bureaucratic process between Brazil and Portugal, with only a few differences observed in the process and in the documentation required. When comparing the bilateral agreement between Brazil and Portugal comparatively, it is verified that the most benefit granted by Brazil and Portugal was the retirement by age. A total of 97,393 social security benefits were granted to Brazilians from 2010 to 2016, while Brazil granted 3,470 benefits to the Portuguese. In other words, Portugal granted 28 times more benefits than the Brazilian Government. Regarding the dynamics of the payments made, on average, each Brazilian beneficiary received from Portugal R $ 416.73 per month during the analyzed period, while the amount passed on to each Portuguese beneficiary by Brazil during the analyzed period was around R $ 744.66 . There is also a growing trend in the granting of benefits in both countries. It was also verified that from 2012 to 2016, the social security expenses paid by Brazil through social security agreements increased by 52%.
